TheBurnaby Hospital Redevelopment Project is a multi-year, multi-phase project with an initial phase one focus on a new inpatient/outpatient tower, support facilities building expansion, and renovation. The second phase will include a new cancer treatment centre and 110 new inpatient beds. This project is complex and will be comprised of new construction, demolition, renovations and various upgrades. Upon completion, the Burnaby campus will have two new patient care towers, an expanded emergency department, a new cancer treatment centre, and ultimately increase its acute care beds from 259 to 400. Position Highlights We are seeking a Senior Leader/Director, Capital Development Strategic Change to provide strategic leadership and consultation in the design, planning, implementation, integration and evaluation of transformational change initiatives as part of major capital development investments. Build on your education and experience as you: Provides integrated project change leadership to the capital development team responsible for the design, planning, and implementation of the capital development transformation initiative. Responsible for developing project management documentation such as Project Charters, Project Implementation Plans, and Change Management Plans. Provides overall leadership, direction and supervision to assigned team members using effective management and leadership techniques including coaching, mentoring, skill and leadership development, performance management and team building Evaluates and scopes new requests for service, develops statements of work, deploys resources and facilitates introduction of Capital Developments’ Strategic Change team to clients Lead development, maintenance and distribution of reports in relation to project management controls Plan, implement, and improve project management best practices and tool sets to streamline project processes / procedures and maximize operational effectiveness. Detailed Overview Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: In alignment with the provincial and Fraser Health vision, strategy and priorities for the evolution of care and wellness, the Senior Leader/Director, Capital Development Strategic Change is accountable to provide strategic leadership and consultation in the design, planning, implementation, integration and evaluation of transformational change initiatives as part of major capital development investments. Accountable to lead all aspects of the capital development’s strategic change team, the Senior Leader/Director maintains operational congruence with strategic direction and goals through strategic and operational leadership. He/she provides integrated project change leadership and management, and change subject matter expertise to the capital development team; deploys change resources among leaders, initiatives and projects; manages work flow and interconnectivity of initiative-based and ongoing operational change priorities, between various clinical parts and between clinical and technical aspects of the development; and develops strategies to ensure deliverables meet key stakeholder clinical, operational, strategic and political needs. The Senior Leader/Director’s role spans the full capital development process (concept to business case, procurement to commissioning, operational readiness to results delivery) and the Senior Leader/Director is responsible for continuously threading the vision through all change resources, enablers and efforts. Simultaneous and inside that long term vision, the Senior Leader/Director anticipates, designs and leads multiple sequenced transitions all customized to stakeholders, development stage, attributes and constraints. Establishes and maintains strong connections to operational and subject matter experts in clinical, facilities and information management networks to ensure that transformational change initiatives and related activities are aligned to provincial vision, Fraser Health strategy and priorities, and are designed, integrated and implemented to achieve and sustain organization performance objectives. While responsibility/success for the technical members of a capital development team is marked by delivery of technical capabilities (e.g. a facility, piece of equipment or information system), responsibility/success for the Senior Leader/Director, Capital Development Strategic Changeis measured at two levels: Change management – by the rate of adoption, usage and proficiency of people using the technical capability. Strategic change leadership – by the extent to which technical and people capabilities are converted to system-level realization of expected benefits. Responsibilities Provides integrated project change leadership to the capital development team responsible for the design, planning, and implementation of the capital development transformation initiative. Defines, leads and oversees an overall change management approach and methodology throughout the initiative, including identifying resistance and performance gaps, formulating plans and activities to support change management and the introduction of appropriate actions including the development of a transformation strategy and plan. Provides overall leadership, direction and supervision to assigned team members using effective management and leadership techniques including coaching, mentoring, skill and leadership development, performance management and team building. Leads the selection and development of a diverse team of strategic change client partners; ensures team members have the knowledge, skills, abilities and tools to support strategic transformation initiatives within Fraser Health. Establishes and manages contracts with external resources as appropriate. Evaluates and scopes new requests for service, develops statements of work, deploys resources and facilitates introduction of Capital Developments’ Strategic Change team to clients; monitors and assesses client experiences, changing environments and needs. Utilizes and promotes a system-wide approach to planning of initiatives, implementation and measurement. Identifies and manages risks, barriers, issues and scope changes. Provides project leadership including making timely business decisions regarding managing capital development strategic change operating budget, use of resources, variance projection/correction according to the processes/expectations established by executive sponsors and/or key stakeholders. Develops and maintains project milestones and reports on initiative progress and status; ensures alignment of corporate resources to achieve milestones. Develops and maintains partnerships with key stakeholders (e.g. Vice president sponsors, Ministry of Health leaders, Fraser Health executive directors). Guides and provides strategic change thought leadership to sponsors, and within the capital development team. Provides day-to-day support to business sponsors and other senior leaders in all aspects of strategic change initiatives. Oversees initiatives supported by the capital development team to assure the effectiveness of the approach being used, monitor for roadblocks, and advise or intervene as necessary. Develops annual plans for the capital development strategic change team including service, human and financial resource components. Assesses and reports on the status of capital development initiatives to senior management; advises on status and the impact of the initiative from a system perspective. Participates in the Capital Developments’ Strategic Change practice network including anticipating and monitoring practice developments, sharing and evolving methods and tools, and building Fraser Health capacity to thrive in change.
