<p><h3>Overview</h3><p>The Director, Clinical Operations provides leadership and direction for the overall management of the assigned programs and/or services, including overseeing multiple program/service areas, creating and facilitating an environment of evidence-based care and culturally aware practices. The Director establishes strategic direction and develops strategies and operational plans that support the delivery of patient care services, including identifying service and budget priorities, allocating resources, program development, planning of goals and objectives, coordination of service delivery systems, and establishing and monitoring benchmarks and quality indicators.</p><p>In addition, the Director supports and promotes patient-centered care, patient safety initiatives, staff motivation and support, and best practices to achieve outcomes identified in assigned annual plans. The Director establishes the operational framework and infrastructure for program delivery and planning and allocates and manages all human and financial resources, including anticipating and planning for future changes that will affect service delivery.</p><p>The Director collaborates with strategic partners and interest groups across the province to facilitate a seamless continuum of care, and to provide leadership in resource and service planning at a provincial tertiary level. The Director operates independently and utilizes strategic and innovative approaches to the planning and delivery of care.</p><h3>Duties / Accountabilities</h3><ul><li>Oversees the delivery of services in a co-leadership, partnership with Medical Director(s) to ensure the provision of culturally safe, anti-racist, trauma-informed, patient- and family-centered, evidence-based, best-practice clinical care as it relates to the assessment and treatment of patients and their families.</li><li>Develops strategic plans, goals, and annual objectives in collaboration with physician partners. Provides leadership and support to staff in developing individual program plans, including the development and implementation of proposals for new or expanded programs or redistribution of resources. Ensures plans align with the overall strategic plans and develops mechanisms for monitoring performance and progress.</li><li>Ensures continuous improvement and redesign for optimizing resources and contributing to a sustainable healthcare system.</li><li>Oversees and provides leadership on systems and processes to support the development and management of annual operating and capital budgets, including sponsoring and developing business cases. Oversees and provides leadership on contract tendering, negotiation, approval, implementation and ongoing monitoring. Allocates scarce resources and approves budget recommendations and remedial action.</li><li>Works closely with regional and provincial leaders on ministerial initiatives to ensure alignment of provincial standards and program and/or service mandates. Coordinates relationships between regional medical and operational teams and the deployment of resources.</li><li>Monitors evaluation of existing programs to ensure effective resource allocation or develops formal business cases to secure new funding sources.</li><li>Establishes monitoring and reporting systems to identify and follow up on deficiencies in patient care services and ensures complaints regarding clinical services are investigated and corrective action taken.</li><li>Provides leadership to team members through coaching, guiding, mentoring and modeling PHSA values. Encourages dialogue and provides guidance and advice to facilitate resolutions to work issues. Assists team members to define shared and individual goals, meet performance expectations. Recruits staff and maintains an organizational structure for the portfolio that provides the highest level of quality service within budget parameters.</li><li>Works collaboratively with Medical Leadership to ensure the development, implementation and evaluation of quality management initiatives and processes to measure and monitor quality, including benchmarking, evidence-based practice, measurement outcomes, stakeholder feedback, and quality indicators. Ensures policies, procedures, and reporting requirements are consistent throughout the program.</li><li>Develops, implements, participates in, and monitors research and academic opportunities.</li><li>Establishes service requirements and related agreements with diagnostic, treatment, support, and other clinical services. Monitors effectiveness and negotiates changes and improvements to ensure quality care.</li><li>Represents the program/service internally as a senior leader and subject matter expert. Provides leadership for a variety of committees with accountability to commit the program to a course of action.</li><li>Represents the organization externally as a senior leader of PHSA. Responsibilities include knowledge generation, translation, and dissemination on national, provincial, regional and local levels. Collaborates and facilitates provincial networks where consensus building and coordination of multiple interest groups is critical; generating consensus among diverse parties.</li><li>Performs other related duties as assigned.</li></ul><h3>Qualifications</h3><ul><li>A level of education, training, and experience equivalent to a Master’s Degree in a relevant discipline such as Nursing, Health Care Administration, or Business Administration, and a minimum of ten (10) years of recent related experience including senior administrative experience within a health care organization.</li><li>Knowledge of current and future healthcare issues.</li><li>Excellent time management skills.</li><li>Effective fiscal and financial management skills.</li><li>Demonstrated analytical and problem-solving skills.</li><li>Proven ability to negotiate and mediate resolutions to complex situations.</li><li>Demonstrated ability to lead people, manage change, develop strategy and execute on plans.</li><li>Demonstrated ability to function effectively in a dynamic environment, building and sustaining effective relationships with staff at all organizational levels both internally and externally to PHSA.</li><li>Ability to communicate effectively orally and in writing, including the ability to make effective presentations to groups.</li><li>Working knowledge of applicable regulations, legislation and collective agreements.</li><li>Proficiency in the use of personal computers and applicable software applications.</li></ul></p>
